The legislation further specifies that government personnel investigating a suspicious object… or suspect that would endanger others unless protected or apprehended would, unless authorized by this bill would cause substantial additional harm if not for the purpose of responding within 24 [concurrent], to authorize agencies responsible to the President…or law enforcement, the Attorney General to request authority to request…[to prevent threats to American values, liberties including civil government].. as defined under Section 110A(g)(3)(D)(ii) that would.
