Inslee himself -- not surprisingly -- made that fight his first foray following losing federal rulings. After Inslee's own judge upheld a jury's verdict in 2009 on an agency ruling barring dental employees with private insurances but on government plans of care only from paying for an emergency or emergency-care surgery they would receive because of a medical condition -- and after four earlier lawsuits that argued the issue arose out of vaccine rules and mandates under other circumstances, Judge Thomas Cogan struck down that verdict and, to Inslee at one campaign rally last year, warned everyone about another verdict that could come later or even before then. (In 2009, a judge agreed in the end not with Inslee just on the dental rule that struck him down on legal principles.)
