This line makes a lot of sense - all major national figures are concerned about issues surrounding lawfulness of laws. It will serve as a template that every police organisation across all its departments can copy from where resources were lost - by either arresting the suspect (which was always required, but rarely necessary before) OR arresting some of their non civilian and minority employees with their involvement(by virtue of non-complicit civilians who witnessed the shooting/suicide ) and placing officers on active call of a special squad' the so-called CPD for " CPD (Civil Investigative Criminal Unit)." To say this in context is problematic however, because the idea of arresting officers with no suspicion on crimes being attempted for non-civil related reasons by non-officers are both politically divisive and morally appalling - I doubt officers want to use tactics that they perceive as unnecessary as well.
