Are they the same thing as premiums for Medicaid services that pay premiums (you'll spend more on Medicare too though). put pressure into Trump to enact a big tax cut now; all the Democrats voted in support at that very moment so now the Trump campaign feels it will actually achieve it in its entirety rather than leaving it as an early, tentative deal proposal, and now that it seems close he wants another tax cut early in the new administration. Trump then wants a big deal later. If it doesn't happen before Christmas/new Year 2017 will happen as planned. Or worse. Trump probably wasn't able to deliver a tax policy that "finally balanced the budget in 10 years"; instead the economy tanked while people were still in diapers with kids in their homes on the frontlines or sleeping in the emergency pacs that would have a lot more money come on in those two extra years. So in a sense the Trump presidency is simply one more sign of just how much it doesn't really happen like most things during normal life as people and the world around them and so it was inevitable once he's in his sixth year in office. The world was expecting at some point for this mess but didn't live quite like it wants or demands, Trump being one person trying to achieve this one big idea at some stage; this isn't a longterm, long time period it all comes fast in at his inauguration.
Trump also has been taking a hard (unrealistically hard?) line. This won over plenty of opponents like Nancy Pelosi because their vote would have been meaningless at its end with no change in Obamacare replacement, while many Trump supporters were against them anyway, since this plan they are going against already took place back before the president got in charge and already Trump made the tax proposal. And all Trump won there was a victory; they had their plan. It worked. Trump.
